How this list is built
This is a ranking of the most-reviewed restaurants in Istanbul by their public Google review count. Review volume is a measure of how much foot traffic and attention a place gets, not a judgement of quality, and certainly not our own endorsement. The star figure beside each name is Google's public rating, shown for reference only and linked through to the listing, where you can open Google Maps for the actual reviews. We keep these Google facts entirely separate from e.restaurant diner reviews and never mix them into our own scores.
One honest caveat about Istanbul specifically: some of the highest review counts belong to large municipal social facilities and waterfront complexes rather than conventional restaurants. We have noted those so the ranking is not misleading.

The shape of the list is telling. Several of the very highest counts belong to municipal waterfront social facilities (the İBB tesisleri) and public seafront promenades rather than conventional restaurants, which is why we flag them: in a city where the Bosphorus and Marmara shores are the main outdoor living rooms, those places gather enormous footfall. Strip them out and the rest lean toward Beyoğlu's nightlife arcades and the big waterfront destinations on both shores. Note too that the highest pure rating here belongs not to the busiest venue but to one of the smaller ones, Loi Bosphorus at 4.8, which is exactly why we show the rating next to the count. Use it as a starting point
Treat this as a way in, not a final answer. The most-reviewed places are popular for a reason, but Istanbul's best eating is often in the smaller, district-level kitchens that never accumulate tens of thousands of reviews. Our neighbourhood guide to Istanbul is the better tool for finding those.
